Interim Chief Sue Rahr's candid thoughts about SPD. Plus, Kshama Sawant campaigns against Kamala Harris

[00:00:22] [SPEAKER_04]: Today we've got an exciting show. We've got some rapid rounds coming up about Kshama Sawant, another one about Erica's latest on the city council's budget.

[00:00:31] [SPEAKER_04]: But first, Erica's interview with Interim Police Chief Sue Rahr that you can check out on Publicola.

[00:00:37] [SPEAKER_04]: This is a really in-depth, informative—I have to say, I mean, it's not like all of your articles aren't, but I was just really, really struck by this one.

[00:00:46] [SPEAKER_04]: It's a really in-depth, interesting article.

[00:00:48] [SPEAKER_04]: One of the things that you asked about, Erica, is this latest city council move to target drugs and sex work with these stay-out zones, soap and soda zones.

[00:00:59] [SPEAKER_04]: And Rahr's response included the following.

[00:01:02] [SPEAKER_04]: She said to you, I want to make it really difficult for people to buy and sell stolen property and to buy and sell drugs.

[00:01:08] [SPEAKER_04]: I have much less interest in prosecuting the cases.

[00:01:11] [SPEAKER_04]: I just want to break up the business that's going on in the street and causing so much violence and disruption.

[00:01:16] [SPEAKER_04]: I know you've been critical, Erica, of these zones to some extent, and I'm wondering what you made of that response because you highlighted it.

[00:01:22] [SPEAKER_02]: Yeah, I thought it was refreshingly honest, even though—yeah, you're right.

[00:01:26] [SPEAKER_02]: I mean, I don't think these soap and soda zones were successful in the past.

[00:01:29] [SPEAKER_02]: I don't think they will be now, even at some of the goals that Chief Rahr is saying she wants to accomplish.

[00:01:35] [SPEAKER_02]: But the reason I say it was refreshingly honest is that she is saying, and later on, you know, she says, yeah, this is to a great extent just whack-a-mole.

[00:01:44] [SPEAKER_02]: And what we have heard consistently from the City Council and from Mayor Harrell is that, you know, this is not about whack-a-mole.

[00:01:52] [SPEAKER_02]: This is about treating and loving these people and caring for them and, you know, but also like doing everything we can to protect the businesses.

[00:01:59] [SPEAKER_02]: And I think there has been like this just consistent refusal to acknowledge that, no, what this really is, is just pushing people to one area.

[00:02:09] [SPEAKER_02]: And then when they start to concentrate there, pushing them to another area and just kind of going in this round robin that we've always had because we've never meaningfully worked to address the sort of cycle of addiction that causes these locations to flourish.

[00:02:23] [SPEAKER_02]: You know, poverty that causes stolen goods businesses to flourish. And Sue Rahr is just saying, look, that's not the cop's job.

[00:02:30] [SPEAKER_02]: We're not going to fix homelessness. We're not going to fix drug addiction. We're not going to fix poverty.

[00:02:34] [SPEAKER_02]: What we can do is address these hot spots on a short-term basis.

[00:02:39] [SPEAKER_03]: You know, look, I totally agree with Erica and David with what you said to preface this, which I thought this was a super interesting interview where the chief was both substantive and I think candid about the complexity.

[00:02:53] [SPEAKER_03]: You know, I think candid about the chief of police of what it is to police a city like Seattle in this day and age, right?

[00:02:57] [SPEAKER_03]: So to Erica's point that, you know, she did say to some extent, yes, we're playing whack-a-mole, but there's still a benefit here because we're disrupting these really dangerous and destructive, whether it's drug markets or prostitution markets with these laws.

[00:03:12] [SPEAKER_03]: and that she obviously thinks these are useful tools

[00:03:16] [SPEAKER_03]: for SPD to be able to deploy.

[00:03:19] [SPEAKER_03]: She talks about the fact that it's very, very hard

[00:03:22] [SPEAKER_03]: to make a case against drug dealers

[00:03:24] [SPEAKER_03]: who are operating in these markets.

[00:03:26] [SPEAKER_03]: But now with the soda laws in place,

[00:03:29] [SPEAKER_03]: it's gonna be much easier for police

[00:03:30] [SPEAKER_03]: to identify people who are drug dealers.

[00:03:33] [SPEAKER_03]: And once there's a soda mandate on that person,

[00:03:37] [SPEAKER_03]: if they see them there engaging in that behavior again,

[00:03:41] [SPEAKER_03]: they can intervene quickly and forcefully

[00:03:44] [SPEAKER_03]: without having to do all the groundwork

[00:03:45] [SPEAKER_03]: of kind of making a drug case against them again.

[00:03:47] [SPEAKER_03]: So yeah, I mean, it was interesting.

[00:03:50] [SPEAKER_03]: It was nuanced, it's complicated.

[00:03:53] [SPEAKER_03]: I mean, I thought she made a good case

[00:03:55] [SPEAKER_03]: for the value of these laws.

[00:03:58] [SPEAKER_03]: I think where she skirted a little bit is,

[00:04:00] [SPEAKER_03]: do we have the police capacity right now

[00:04:04] [SPEAKER_03]: to actually use the soda laws

[00:04:08] [SPEAKER_03]: in six different zones of the city?

[00:04:11] [SPEAKER_03]: You know, in a way that's gonna make a difference.

[00:04:13] [SPEAKER_03]: And I don't know whether that's true.

[00:04:14] [SPEAKER_02]: Yeah, I think perhaps the point she was making,

[00:04:17] [SPEAKER_02]: because that is the direct question I asked

[00:04:18] [SPEAKER_02]: and she didn't really answer it.

[00:04:20] [SPEAKER_02]: You know, reading between the lines,

[00:04:22] [SPEAKER_02]: I think she's saying,

[00:04:23] [SPEAKER_02]: because we don't have to prosecute people

[00:04:25] [SPEAKER_02]: because they do have to build this whole case

[00:04:27] [SPEAKER_02]: and do surveillance and it takes time,

[00:04:29] [SPEAKER_02]: that it will be possible to do these things,

[00:04:32] [SPEAKER_02]: to enforce these banishment orders more easily.

[00:04:35] [SPEAKER_02]: And, you know, I mean, again,

[00:04:38] [SPEAKER_02]: I don't agree with this policy choice

[00:04:40] [SPEAKER_02]: that the city has made.

[00:04:41] [SPEAKER_02]: I don't think it'll be effective,

[00:04:43] [SPEAKER_02]: but I do think it's refreshing to hear a cop say,

[00:04:46] [SPEAKER_02]: cops can't do everything.

[00:04:47] [SPEAKER_02]: And we are not, you know,

[00:04:49] [SPEAKER_02]: we're not gonna solve this problem

[00:04:51] [SPEAKER_02]: when I think there's just been a lot of,

[00:04:52] [SPEAKER_02]: you know, kind of equivocating and dishonesty

[00:04:55] [SPEAKER_02]: from elected officials suggesting

[00:04:57] [SPEAKER_02]: that this is going to somehow help the people

[00:05:00] [SPEAKER_02]: that are being moved around and arrested.

[00:05:02] [SPEAKER_02]: And, you know, it's not.

[00:05:04] [SPEAKER_02]: It's not designed to help those people.

[00:05:06] [SPEAKER_02]: And, you know, my personal policy preference

[00:05:08] [SPEAKER_02]: would be that we invest more resources

[00:05:11] [SPEAKER_02]: in helping people than arresting them.

[00:05:13] [SPEAKER_02]: But, you know, the cops are not in that business

[00:05:16] [SPEAKER_02]: and this is what they've been charged with doing.

[00:05:17] [SPEAKER_02]: So I just, I appreciated her honesty about that.

[00:05:21] [SPEAKER_02]: And I'm not being sarcastic.

[00:05:23] [SPEAKER_02]: I'm being completely sincere.

[00:05:25] [SPEAKER_02]: I know I sometimes come off as sarcastic.

[00:05:26] [SPEAKER_04]: So you appreciate the honesty,

[00:05:27] [SPEAKER_04]: you appreciate the honesty,

[00:05:28] [SPEAKER_04]: but breaking up the business that's going on in the street,

[00:05:30] [SPEAKER_04]: causing so much violence and disruption.

[00:05:32] [SPEAKER_04]: We talked about this with professors Erica Barnett

[00:05:35] [SPEAKER_04]: and Caleb Banta Green as well.

[00:05:37] [SPEAKER_04]: And both of them said, you know,

[00:05:39] [SPEAKER_04]: that's just bullshit basically.

[00:05:40] [SPEAKER_04]: And it's just gonna,

[00:05:42] [SPEAKER_04]: it's just whack-a-mole and fuck that, right?

[00:05:43] [SPEAKER_04]: I mean, so that's really what you're saying.

[00:05:45] [SPEAKER_04]: You're still saying fuck that.

[00:05:46] [SPEAKER_04]: You're just saying at least she's being honest about it.

[00:05:48] [SPEAKER_02]: Yeah, I'm saying that I also don't think that it has,

[00:05:51] [SPEAKER_02]: we have a lot of history with these specific policies.

[00:05:54] [SPEAKER_02]: We've done them for many decades in the past

[00:05:56] [SPEAKER_02]: and we know that they don't work,

[00:05:58] [SPEAKER_02]: you know, in terms of even disrupting the market

[00:06:01] [SPEAKER_02]: on any meaningful level

[00:06:02] [SPEAKER_02]: because they just push people to the next block.

[00:06:04] [SPEAKER_02]: So, I mean, you can see that at 12th and Jackson right now.

[00:06:07] [SPEAKER_02]: And, you know, she noted that 3rd and Pine

[00:06:09] [SPEAKER_02]: was looking a lot cleaner,

[00:06:11] [SPEAKER_02]: you know, the week that we spoke,

[00:06:12] [SPEAKER_02]: but 12th and Jackson was looking a lot worse.

[00:06:15] [SPEAKER_02]: So it really does just move the exact same stuff

[00:06:18] [SPEAKER_02]: to another person's front yard, backyard.

[00:06:21] [SPEAKER_02]: And so, yeah, it solves a problem for one group of people

[00:06:24] [SPEAKER_02]: while creating a bigger problem for another group of people.

[00:06:27] [SPEAKER_03]: I mean, one of the points she makes, though, is, you know,

[00:06:30] [SPEAKER_03]: she says, yeah, there's a certain amount of whack-a-mole going on,

[00:06:33] [SPEAKER_03]: but there's also benefits we get from disrupting these markets.

[00:06:35] [SPEAKER_03]: But she also says, look, just sending social workers out

[00:06:39] [SPEAKER_03]: to sort of talk to people doesn't work either, right?

[00:06:41] [SPEAKER_03]: I mean, she's advocating a kind of all-of-the-above approach.

[00:06:45] [SPEAKER_03]: Yeah, cops, we can't be everything, right?

[00:06:48] [SPEAKER_03]: We can't be the social worker and the enforcement arm

[00:06:51] [SPEAKER_03]: and, you know, the punitive sort of punishment arm.

[00:06:55] [SPEAKER_03]: But she's also saying, you know, you can't just get,

[00:06:58] [SPEAKER_03]: you can't do this with just a kind of touchy-feely

[00:07:02] [SPEAKER_03]: social worker approach.

[00:07:03] [SPEAKER_03]: That doesn't work either, right?

[00:07:05] [SPEAKER_03]: She's like, it's a mix.

[00:07:06] [SPEAKER_02]: Well, we've never tried that, to be clear.

[00:07:08] [SPEAKER_02]: I do think that criticizing a touchy-feely

[00:07:10] [SPEAKER_02]: social worker-only approach is a little off point

[00:07:14] [SPEAKER_02]: for anybody to make because we've never tried that.

[00:07:17] [SPEAKER_02]: But, you know, there are some limited, you know,

[00:07:19] [SPEAKER_02]: efforts happening downtown on 3rd Avenue,

[00:07:21] [SPEAKER_02]: but it's not at scale.

[00:07:23] [SPEAKER_02]: And so, and we massively, massively invest in police.

[00:07:27] [SPEAKER_02]: So it's a very unbalanced approach right now.

[00:07:31] [SPEAKER_02]: And so I just, I think it's a little disingenuous to say,

[00:07:33] [SPEAKER_02]: oh, the touchy-feely approach didn't work.

[00:07:35] [SPEAKER_02]: We've never tried it.

[00:07:36] [SPEAKER_04]: All right, some disagreement there.

[00:07:38] [SPEAKER_04]: Eric is saying it's not touchy or feely enough.

[00:07:40] [SPEAKER_04]: I don't want to quote it that way.

[00:07:41] [SPEAKER_04]: That's not right.

[00:07:42] [SPEAKER_04]: Okay.

[00:07:43] [SPEAKER_04]: Erica, you also asked Surar about police recruitment.

[00:07:46] [SPEAKER_04]: It's been another topic on this podcast and in your reporting.

[00:07:50] [SPEAKER_04]: You've been skeptical that this new program,

[00:07:52] [SPEAKER_04]: the city council's laying out of police bonuses is going to work

[00:07:57] [SPEAKER_04]: because it hasn't worked in the past.

[00:07:58] [SPEAKER_04]: How did you think her responses to your line of questioning there held up?

[00:08:03] [SPEAKER_02]: Well, what I appreciated about Chief Rar,

[00:08:06] [SPEAKER_02]: and much in contrast to previous police chiefs,

[00:08:09] [SPEAKER_02]: is that she is honest about when she doesn't really know the answer to something.

[00:08:16] [SPEAKER_02]: And the fact is, you know, there is data on hiring bonuses in general,

[00:08:20] [SPEAKER_02]: indicating that they don't work.

[00:08:22] [SPEAKER_02]: Police hiring bonuses in Seattle have been in place for,

[00:08:26] [SPEAKER_02]: you know, I want to say about five years now,

[00:08:29] [SPEAKER_02]: and they've been increasing since 2020.

[00:08:32] [SPEAKER_02]: So we don't have a lot of data to suggest that they work.

[00:08:36] [SPEAKER_02]: We have data suggesting that what actually did increase hiring was when they increased starting pay to $103,000.

[00:08:45] [SPEAKER_02]: And, you know, and I think her answer was like,

[00:08:47] [SPEAKER_02]: look, we should do everything.

[00:08:50] [SPEAKER_02]: And I think in a limited budget year,

[00:08:53] [SPEAKER_02]: I think it is, you know,

[00:08:54] [SPEAKER_02]: probably not the case that we should be doing absolutely everything.

[00:08:58] [SPEAKER_02]: If these bonuses don't work,

[00:09:00] [SPEAKER_02]: and we haven't seen that they do,

[00:09:01] [SPEAKER_02]: it's probably not the greatest use of resources.

[00:09:04] [SPEAKER_02]: But I think her answer was more straightforward

[00:09:07] [SPEAKER_02]: than the explanation that's been given by the city council,

[00:09:10] [SPEAKER_02]: particularly council president Sarah Nelson,

[00:09:12] [SPEAKER_02]: who just asserted without data or facts of any kind this week

[00:09:16] [SPEAKER_02]: that it's working because there's more cops.

[00:09:18] [SPEAKER_02]: And so it's working.

[00:09:19] [SPEAKER_02]: You know, you need to have more than just correlation.

[00:09:22] [SPEAKER_02]: And for a council that is constantly talking about being data driven

[00:09:25] [SPEAKER_02]: and not making decisions without the data,

[00:09:27] [SPEAKER_02]: this is a decision they're making without the data.

[00:09:30] [SPEAKER_04]: Sandeep, police bonuses,

[00:09:32] [SPEAKER_04]: Surar, police recruitment.

[00:09:34] [SPEAKER_04]: What did you think?

[00:09:35] [SPEAKER_03]: Well, again, super interesting.

[00:09:37] [SPEAKER_03]: And the main takeaway is that Chief Rar is saying,

[00:09:42] [SPEAKER_03]: hey, we have turned the corner on police recruitment, right?

[00:09:45] [SPEAKER_03]: Even through June of this year,

[00:09:48] [SPEAKER_03]: we were still on a downward slide,

[00:09:51] [SPEAKER_03]: you know, kind of net loss of officers.

[00:09:53] [SPEAKER_03]: I looked up the stats.

[00:09:54] [SPEAKER_03]: I think through June, we had lost 34 officers

[00:09:56] [SPEAKER_03]: and onboarded 15, right?

[00:09:58] [SPEAKER_03]: So, you know, net loss of 23 officers

[00:10:01] [SPEAKER_03]: over the first six months of the year.

[00:10:02] [SPEAKER_03]: But what she's saying here is that whatever it is,

[00:10:06] [SPEAKER_03]: whether it's the bonuses or the TV ads,

[00:10:09] [SPEAKER_03]: and I thought it was sort of interesting.

[00:10:10] [SPEAKER_03]: You know, she didn't give a ringing endorsement

[00:10:12] [SPEAKER_03]: of the TV ads that Erica has been critical of either.

[00:10:15] [SPEAKER_03]: She said, you know, it's true that a lot of the,

[00:10:17] [SPEAKER_03]: you know, line cops don't like the ads very much.

[00:10:20] [SPEAKER_03]: She actually says that in the interview.

[00:10:22] [SPEAKER_03]: But she also says,

[00:10:23] [SPEAKER_03]: we've streamlined the onboarding process.

[00:10:27] [SPEAKER_03]: We're getting and processing these things a lot faster.

[00:10:30] [SPEAKER_03]: We're doing more proactive work

[00:10:32] [SPEAKER_03]: to stay in touch with people

[00:10:33] [SPEAKER_03]: who've shown interest and are applying.

[00:10:35] [SPEAKER_03]: And she says, and it's working, right?

[00:10:38] [SPEAKER_03]: Their number of recruits, you know,

[00:10:42] [SPEAKER_03]: recently has gone way up.

[00:10:45] [SPEAKER_03]: And she seemed quite optimistic

[00:10:46] [SPEAKER_03]: about the direction that all of that recruitment stuff

[00:10:49] [SPEAKER_03]: is headed.

[00:10:49] [SPEAKER_04]: Erica, you also asked about moves

[00:10:51] [SPEAKER_04]: to make it easier to pass the police test,

[00:10:53] [SPEAKER_04]: changes to minimum qualifications to be a cop.

[00:10:56] [SPEAKER_04]: In the context of cultural problems at SPD,

[00:10:59] [SPEAKER_04]: cops joking about, you know,

[00:11:01] [SPEAKER_04]: someone being killed by an officer

[00:11:03] [SPEAKER_04]: in the mock tombstone incident.

[00:11:05] [SPEAKER_04]: I can't remember everything,

[00:11:06] [SPEAKER_04]: but like stuff like that.

[00:11:08] [SPEAKER_04]: Culture of misogyny.

[00:11:10] [SPEAKER_04]: Yeah.

[00:11:10] [SPEAKER_04]: So, right.

[00:11:11] [SPEAKER_04]: And also later asked actually about barriers to women.

[00:11:14] [SPEAKER_04]: You should, we should talk about that too.

[00:11:15] [SPEAKER_04]: But so in response to this, you know,

[00:11:18] [SPEAKER_04]: are you making it too easy

[00:11:19] [SPEAKER_04]: for the wrong people to become cops?

[00:11:20] [SPEAKER_04]: One of the things she brings up

[00:11:22] [SPEAKER_04]: is the fact that having a tattoo

[00:11:24] [SPEAKER_04]: used to be a disqualifying element.

[00:11:27] [SPEAKER_04]: I remember that.

[00:11:28] [SPEAKER_04]: I can't remember when they changed that rule,

[00:11:29] [SPEAKER_04]: but it was a rule that they had to change

[00:11:32] [SPEAKER_04]: since I've lived here anyway.

[00:11:33] [SPEAKER_04]: But was that kind of a dodge

[00:11:35] [SPEAKER_04]: at sort of getting at your larger question?

[00:11:37] [SPEAKER_04]: What did you think?

[00:12:30] [SPEAKER_02]: which I think might be an example

[00:12:32] [SPEAKER_02]: of what you're talking about.

[00:12:34] [SPEAKER_02]: You know, polygraph tests are good

[00:12:36] [SPEAKER_02]: at sort of measuring spikes

[00:12:38] [SPEAKER_02]: in somebody's, you know, nervousness

[00:12:41] [SPEAKER_02]: or just their nervous system.

[00:12:43] [SPEAKER_02]: But that can also weed out people

[00:12:45] [SPEAKER_02]: who, you know, have certain personality types

[00:12:48] [SPEAKER_02]: or, you know, are just made very nervous

[00:12:50] [SPEAKER_02]: by polygraph.

[00:12:51] [SPEAKER_02]: They're, you know, not considered

[00:12:53] [SPEAKER_02]: very credible in court cases.

[00:12:54] [SPEAKER_02]: So that might be an example of that.

[00:12:56] [SPEAKER_02]: And, you know, I think that is going to be

[00:12:59] [SPEAKER_02]: perhaps controversial that she, you know,

[00:13:01] [SPEAKER_02]: she says we're not going to consider

[00:13:03] [SPEAKER_02]: that disqualify or automatically

[00:13:05] [SPEAKER_02]: like we have in the past.

[00:13:07] [SPEAKER_02]: I do think on the testing front,

[00:13:09] [SPEAKER_02]: Chief R is very invested in the idea

[00:13:12] [SPEAKER_02]: that the test is a problem

[00:13:14] [SPEAKER_02]: because it weeds out too many people.

[00:13:17] [SPEAKER_02]: And the people who actually, you know,

[00:13:19] [SPEAKER_02]: run the testing program,

[00:13:21] [SPEAKER_02]: which is a separate agency in the city,

[00:13:22] [SPEAKER_02]: it's not SPD, say that the test

[00:13:25] [SPEAKER_02]: is more difficult to pass

[00:13:27] [SPEAKER_02]: because it's important.

[00:13:28] [SPEAKER_02]: It tests for things like, you know,

[00:13:29] [SPEAKER_02]: your aptitude for being able

[00:13:32] [SPEAKER_02]: to talk to community members

[00:13:34] [SPEAKER_02]: without being hostile,

[00:13:35] [SPEAKER_02]: you know, just your ability

[00:13:36] [SPEAKER_02]: to refrain from excessive force,

[00:13:39] [SPEAKER_02]: things like that.

[00:13:39] [SPEAKER_02]: And it just automatically weeds

[00:13:41] [SPEAKER_02]: those people out right at the beginning.

[00:13:43] [SPEAKER_02]: Now, obviously, it's not a fail safe

[00:13:45] [SPEAKER_02]: because all that stuff happens all the time,

[00:13:47] [SPEAKER_02]: but it's sort of a bare minimum.

[00:13:50] [SPEAKER_02]: And the bare minimum test that Chief R is supporting,

[00:13:54] [SPEAKER_02]: I think, in this interview,

[00:13:55] [SPEAKER_02]: is one that almost everybody passes.

[00:13:58] [SPEAKER_02]: And she's saying, well,

[00:13:58] [SPEAKER_02]: we can weed people out later.

[00:14:00] [SPEAKER_02]: And I think there's a lot of dispute

[00:14:01] [SPEAKER_02]: about whether that is a good approach.

[00:14:04] [SPEAKER_04]: Sandeep, colleges and universities

[00:14:06] [SPEAKER_04]: got rid of the SATs.

[00:14:07] [SPEAKER_04]: Yeah.

[00:14:08] [SPEAKER_04]: I know you're a huge fan of that.
